HARRISBURG AUTO AUCTION RESERVES THE RIGHT TO CANCEL ANY ONLINE PURCHASE DUE TO UNFORESEEN CIRCUMSTANCES.


Online Sale Process and Vehicle Pickup

Harrisburg Auto Auction (HAA) seeks to maintain the highest standards for the representation and sale of used vehicles online.  In order to provide the easiest transaction for our buyers and sellers, the following procedures are in place:
  1. Upon notification of a winning bid by an online buyer HAA will send by fax, a PURCHASE CONFIRMATION notification form to the buyers dealership.  The buyer is required to specify the method of  PAYMENT or FLOORPLAN information as well as the name of the TRANSPORTATION COMPANY authorized to pick up the vehicle(s).  The purchaser will fax the signed confirmation to the auction within 24 hours.
  2. Upon receipt of confirmed funding, HAA will marshal vehicles for release.  The buyers payment must be received prior to the vehicle(s) being released for transportation.  To avoid potential problems including transportation expense, no title attached vehicle will be released to the Internet buyer prior to a negotiable title being received by HAA.
  3. The BUYER must advise the TRANSPORTATION COMPANY to contact the HAA INTERNET SERVICE REPRESENTATIVE, between the hours of 8:30 AM and 4:30 PM Monday through Friday, to check the status prior to the arrival of a carrier, transport truck or company drivers.  The auction cannot be held responsible for transport delays due to failure to confirm vehicle(s) ready-to-release status.
IMPORTANT:  The transporter/driver, prior to the removal of the vehicle from the INTERNET LOT, should inspect the vehicle(s) for damage and/or missing items.  Previously existing tie down damage must be noticed prior to a loading a vehicle onto the carrier.  An INSPECTION FORM will be available for use in this process.  A representative of Harrisburg Auto Auction will acknowledge any noted damage by the transporter and a signed copy will be placed on file at the auction.

DAMAGE NOT NOTED AT TIME OF PICKUP WILL BE CONSIDERED AS OCCURING AFTER RELEASE FROM THE AUCTION AND WILL NOT BE ARBITRATABLE.

Online Arbitration Policies

Harrisburg Auto Auctions standard sale day arbitration policies will be recognized for all ONLINE SALE UNITS.  The auction  retains the right to adhere to separate additional arbitration policies and procedures.  Buyers should review these policies prior to purchasing a vehicle online.  Due to the nature of ONLINE PURCHASING, these additional practices apply and may supersede our standard Arbitration polices:
  1. All units over 80,000 miles must run under the red light (AS-IS) and are not subject to arbitration for mechanical defects.
  2. All AS-IS vehicles (designated by announcement or sale price -$2000 and under) will be exempt from both mechanical and cosmetic arbitration regardless of condition report disclosures.
  3. Any vehicles purchased online, with less than a $250 cosmetic/ $500 mechanical defect will not constitute a valid complaint.
  4. Arbitration claims for any missing vehicle equipment will be void unless documented by the transporter and a HAA representative at time of release by HAA (to transporter or agent)
  5. It is the buyers responsibility to review all announcements, vehicle representations in the condition report, and condition light under which the vehicle is sold.  No arbitration complaint will be accepted if the proper representation was made at the time of sale.
  6. Vehicles are sold as mechanically sound unless otherwise announced.  Harrisburg Auto Auction does not guarantee reconditioning cost for non-visible wear and tear.  This includes brakes, exhaust or maintenance items required by some manufacturers to pass used car certification programs, or those which may be required by the buyers state vehicle inspection guidelines.
  7. Inoperative, inaccurate or replaced odometer must be announced.  Harrisburg Auto Auction uses the industry accepted AutoCheck as our reference.
  8. FRAME DISCLOSURE STANDARDS:  HAA uses the industry accepted NAAA Structural Damage Policy as its standard.  Copies are available upon request.
  9. The BUYER will be required to provide HAA with any documentation, estimates or third party inspections deemed necessary to resolve the complaint.  After any accepted adjustment, the vehicle automatically becomes an AS-IS deal with NO FURTHER ARBITRATION.
  10. The Internet buyer must notify the HAA INTERNET SERVICE REPRESENTATIVE of any      arbitration issues within seven (7) days after the vehicles RELEASE to the buyers designated transporter.  Notification includes any mechanical deficiencies, additional damage complaint and title brands/mileage issues.
  11. All arbitration claims must be confirmed and documented by the Auction within the specified
  12. time allocation.  Any claims presented to Harrisburg Auto Auction after the time limit will not be honored even if the buyers claim is valid.
NO EXCEPTIONS
 
Online Return Policies
  1. No vehicles are to be returned without written authorization by the HAA INTERNET REPRESENTATIVE AT 717 697-2222 EXT 366.
  2. Any vehicle authorized for return must be transported to Harrisburg Auto Auction within ten (10) days.
  3. The buyer is responsible for the return of an authorized vehicle, its negotiable title and all applicable receipts.  The vehicle, negotiable title, and applicable receipts must be received by the HAA INTERNET REPRESENTATIVE prior to reimbursement of purchase price to buyer.
  4. The buyer has thirty (30) days from the date of the vehicles authorized for return to submit transportation receipts to HAA INTERNET REPRESENTATIVE for reimbursement.  These receipts must verify TRANSPORTATION OF VEHICLE from HAA to the buyer and from the buyer to HAA.  Transportation reimbursement must be at or below reasonable industry accepted rates.
THE DECISION OF THE AUCTION MANAGEMENT SHALL BE FINAL IN ALL DISPUTES
